Instructions

UP Manila's compliance with the requirements of the government's Freedom of Information (FOI) lies in the hands of the the University's FOI Receiving Officers and other designated admin users of UPM-FOI information system (UPMFOI-IS).

The instructions are grouped into FOI Inventory and FOI Registry.

FOI Inventory
  1. Using your ADS credentials, log in to https://foi.upm.edu.ph.
  2. Click the FOI Inventory link in the main navigation bar.
  3. To add an inventory item, click the Add button. Fill in the fields, as described below:
    Title Title of the information
    File Format Usually determined by the filename extension used. Choose hard copy if not online.
    Online Publication? Click checkbox if yes.
    URL URL or address of the information.
    Disclosure Availability of the information. Whether the information is any of the following:
    - public: info can be disclosed for public consumption regardless of identity
    - exception: info is under the Exceptions List
    - internal: info only for agency consumption
    - with fee: info can be disclosed but with corresponding charges based on the agency's mandate/policies/business model
    - limited: info, upon verification of the requesting party's identity, can only be disclosed to specific person/s and/or entity/ies
    Original Data Owner Office or unit from which the information originated.
    Data Maintainer This is your office or other office/unit that maintains the information.
    Date Released Date the information was released for consumption.
    Update Frequency How often the information is updated.
    Notes Any other information pertaining to the information, if available.
  4. To save the record, click Save button.
FOI Registry
  1. Using your ADS credentials, log in to https://foi.upm.edu.ph.
  2. Click the FOI Registry link in the main navigation bar.
  3. To add an instance of request for information, click the Add button. Fill in the fields, as described below:
    Year Year when the information was requested.
    Quarter Quarter of the year when the information was requested.
    Tracking Number Tracking number provided by foi.gov.ph when the information was requested via the site.
    Request Type What mode was used for the request? eFOI if lodged via foi.gov.ph or Standard, otherwise.
    Date Received Date the request was received.
    Title Title or description of information requested.
    Extension? Whether the office requested for extension or additional 20 working days.
    Status Status of request. Classification:
    - successful: Information was uploaded or provided.
    - proactively disclosed: Information has been provided through the office's website even before it was requested.
    - partially successful: out of many requests, only a number has been provided.
    - info under exceptions list: information request is denied since it is under Exceptions List.
    - info not maintained: info requested is not being handled, maintained or stored by the office.
    - invalid request: request is not actionable or is not a request for information
    - closed: requesting entity failed to provide the information needed for clarification, 60 days after the "awaiting clarification status". - ongoing: request is still being processed.
    Date Finished Date the request was processed. Leave blank is still ongoing.
    Cost Fees paid by the requesting party for facilitation of request; if none, leave blank or input 0.00.
    Appeal/s Filed? If the requesting party or any other citizen field an appeal for the specific request.
    Remarks Other information.
